Canada's National Post reports on a new paper by Steve Horwitz, which claims that private companies like Wal-Mart provided the most effective disaster relief after Hurricane Katrina, due to their ability to delegate decision-making to the local level, and their vital interest in getting communities and customers back on their feet.
